Procurement Card Transparency Data
These Open Data files show transactions made using Lincolnshire County Council Procurement Cards (P-Cards). Procurement Cards provide a controlled, efficient and auditable method of purchasing low-value goods and services to support the delivery of council services and operational activities.
The use of Procurement Cards is governed by Lincolnshire County Council's financial regulations, Procurement Card procedures, management approval processes and audit controls. These controls set out when Procurement Cards may be used, the types of expenditure that are permitted and the oversight arrangements that apply to all transactions.
Some transactions may relate to approved service delivery requirements where alternative purchasing methods are not practical, appropriate or timely. Procurement Cards may also be used in urgent or emergency situations to support service continuity and reduce negative impacts on service users and the people of Lincolnshire.
Procurement Cards are used across Lincolnshire County Council services and are also issued to schools. Whilst schools may utilise Council-issued Procurement Cards, they operate independently and make purchasing decisions based on their own delegated budgets and operational requirements. However, the issue and use of cards remain subject to Lincolnshire County Council's policies, procedures and control framework.
The supplier name shown in the published data may not always clearly indicate the purpose of a purchase. Transactions may relate to approved educational, operational, care-related, emergency response or other service delivery requirements and should be considered in the context of the service being delivered.
The report is a reflection of transaction that have been coded to our core financial system within that monthly period. The 'Payment Date' field is the date the procurement card was used to make the purchase.
This data is published quarterly.
